Garnaut Review

Back in April 2007, "Australia’s State and Territory Governments commissioned Professor Ross Garnaut to conduct a review on the impact of climate change on the Australian economy. He was asked to recommend medium to long-term policies and policy frameworks."

Ross Garnaut is Professor of Economics in the Research School of Pacific and Asian Studies (RSPAS) at the Australian National University in Canberra.

Following the election, Prime Minister Kevin Rudd asked Professor Garnaut to continue with the Review.

Prof Garnaut released an Interim Report in February 2008.

Several Issues Papers have also been released. Click here.

Professor Garnaut has been consulting with 'stakeholders' and taking submissions from them and from members of the public.

He issued a Draft Report on Friday 4 July 2008. In the Draft Report he said that fuel and electricity should be included and that a carbon trading scheme should start as soon as possible...
Others responded by urging caution.

The final Report was released on 30 September 2008 .

Final Report

Ross Garnaut is still proposing a 10% cut in emissions but green groups are asking for cuts of around 25%.
The Report estimates around a 37% increase for household electricity.

Interim Report - February 2008
The Interim Report has been posted on the website set up for the Review.

There is an Executive Summary and the full Interim Report.

In the Interim Report, Professor Garnaut says that Australia will have to reduce greenhouse gas emissions by 90% from 2000 levels!
This is significantly more than the current commitment of the Rudd government, which is to reduce carbon emissions by 60%.

Media articles on final report:
Will it ever be implemented?
Terry McCrann says the report is "dead, dead, dead" due to the financial crisis worldwide at the time of the Report's release.

Now, should we destroy the economy?
Terry McCrann, Herald Sun, October 01, 2008.
"BEAUTIFUL. The release of the Garnaut report could not have been better timed. It was dead, dead, dead, before it hit the table. . .
There is no way even the Rudd Government is going to embrace a policy to destroy the economy, in the wake of this week's disaster on Wall St and the Hill - the US House of Representatives. . ."
